How much is the annual association fee?
The annual dues are $600.00 and are payable in January. 4 quarterly payments of $170 each is also available for homeowners who wish to pay quarterly. Late fees are $25 a month for each month that an account is past due, plus 1.5% interest per month (18% APR) in accordance with Westbury's Declaration of Covenants. 

Is there an initiation fee (transfer fee)?
Yes. Passed by an overwhelming majority vote in 11/2002, the covenants have been amended by the association to establish a Transfer Fee. The $500 transfer fee is effective immediately 11/12/2002 and will be assessed to all new homeowners at closing. Failure to report home transfer (and pay the transfer fee) is a violation of Georgia state law and may result in a lien placed against your home.

When is the pool open?
The pool is open from May through September. Daily hours are from dawn to dusk. Lifeguard service is 7 days a week, noon - 6pm with extended hours on the weekends. There is no Monday - Friday lifeguard service when school is in session. The exact opening date will be announced in early May via the emailing list and flyers.

I am a new homeowner. How do I get a pool key?
Keys are distributed to new homeowners in welcome packets. If you do not get your packet and key, please contact us via bod@westburyhoa.org.

I lost my pool key. How do I get a replacement key?
The lost pool key charge is $10.00 (to reimburse the association for the cost of making new keys and paying for transportation to obtain new keys). If you do not wish to pay the fee, you may make your own copy by obtaining a key from a neighbor. If you would like a replacement key delivered to you, remit the $10 lost key charge and contact someone on the Board to request a replacement key.

What is a PUD (planned unit development)?

Do I need permission prior to commencing a change to the exterior of my home? 
Yes. Any exterior changes such as painting your house, adding an addition, adding a satellite dish, or changing the exterior of your home in any way requires Architectural Review Committee approval in accordance with Westbury Covenants 6.0. 

Westbury's ARC is allowed 30 days to respond to your application so do not wait until the last minute. Unapproved modifications to the exterior of your home may result in fines, and you may be required to correct unapproved modifications. I am moving, what are the procedures?
Please leave your pool key and your copy of the homeowner’s association covenants in the house for the new owner. Please let the new owners know (through your agent or closing attorney) that the annual dues are $600 a year. There is also a $500 transfer fee, due at closing. State law requires that a clearance letter from the association be present at closing indicating that your fees are paid in full. You can request this clearance letter by contacting anyone on the Board. Please do not wait until the last minute to request your clearance letter as there is a $100 rush document fee for closing letters requested less than five business days prior to closing.

Why did you place a lien on my home?
The association covenants stipulates that a lien shall be placed on any homeowner who becomes delinquent in payment of association fees. The association wants to avoid this at all costs, but we are required by state law to follow the legal procedures outlined in the covenants. The best way to avoid a lien is to pay your annual association fee on time. Association dues notices are mailed every December and are due by the end of January.

May I post signage in the common area at the entrance of Westbury? 
No. The association covenants specifically states: "No sign of any kind shall be erected within the Community without the prior written consent of the .. Architectural Review Committee. Notwithstanding the foregoing, the Board .. shall have the right to erect reasonable and appropriate signs. For-sale signs and security signs consistent with the Community-Wide Standard and any signs required by legal proceedings may be erected upon any Lot" (references to the expired Declarant have been removed).

If you would like to post signage for a garage sale, graduation, or other non-legal proceeding, you are required to make the request in writing to the Architectural Review Committee as required by Westbury's Covenants. If you are requesting signage for graduation, all graduating students must be given the opportunity to be included. Remember that the ARC is given 30 days to respond to requests so please do not wait until the last minute.

Can homes be rented in Westbury? 
No.  Westbury's Declaration of Covenants was updated with Amendment Four in October 2007 to prohibit rentals.  Rentals are allowed in hard-luck situations however they must be approved in writing by Westbury's Board of Directors.  Homeowners who rent without BOD approval are subject to a $250 fine every calendar month.  

When is Westbury’s annual association meeting?
The annual association meeting (required by law) is usually held every November at Abbotts Bridge Elementary School. The association will announce the date in September via the website, flyers, and the exit sign.

I would like to get involved on the ARC/social/welcome committee.  Who do I contact?

There is a streetlight not working near my home.  Who do I call to get it fixed?
Call Sawnee EMC at 770 887 2363 and be prepared to give them the post number. Post numbers are painted yellow and at the top of each post.

May I place my announcements/flyers/business circulars in Westbury mailboxes?
No person or business may place any matter without postage in mailboxes within the Westbury subdivision.  From http://pe.usps.gov/Archive/HTML/DMMArchive0810/D041.htm:  "
no part of a mail receptacle may be used to deliver any matter not bearing postage, including items or matter placed upon, supported by, attached to, hung from, or inserted into a mail receptacle. Any mailable matter not bearing postage and found as described above is subject to the same postage as would be paid if it were carried by mail. "  Violators are subject to a $100 fine.  
Westbury association from time to time may flyer mailboxes related strictly only to Westbury business.  Official Westbury business will always be postal mailed such as notices about meetings, votes, or other official Westbury business.  Thank you for helping us limit solicitations in Westbury.
